16. In conclusion I venture to point out that the present
position as regards the registration and protection of
Anglo-Chinese in China, based on a mass of often
conflicting instructions, rulings, and precedents, is
most confusing and unsatisfactory, and to urge the
desirability of a clear definition of our attitude and
the issue of specific instructions for the guidance
of His Majesty's Consuls.
